Due to recent amendments by European Union (EU) of Annex V of Implementing Regulation (EU) 2019/2072, as of 6 July 2026 phytosanitary certificates (PCs) for export and PCs for re-export for plants for planting to the EU from Great Britain (GB) must include a completed additional declaration section specifying the applicable requirements for regulated non-quarantine pests (RNQPs).
These changes will not affect the export narrative for regulated plants for planting currently available to GB exporters. However, if you are exporting goods not of GB origin you will need to ensure that the new additional declarations for RNQPs are provided on the original import PC to GB. It is the accountability of the GB exporter to source that information and provide the import PC on application for PC for re-export. If you do not have the original PC with all special requirements of the EU addressed on that PC then your goods may not be able to be exported to the EU.
The new additional declarations are listed in EU Regulation 2025/2249. The wording of additional declarations for RNQPs is comparable to those used for quarantine pests.
