The Seasonal Worker Scheme Taskforce is reaching out on behalf of Alma Economics to share an invitation to take part in a survey of horticulture growers as part of an Employer Pays Principle feasibility study.

Alma Economics has been commissioned by the Department for Environment, Food and Rural Affairs (DEFRA) and the Seasonal Worker Scheme Taskforce to explore the economic and welfare impacts of the Employer Pays Principle (EPP) within the UK horticulture sector.

The EPP is a commitment that the employers pay for the costs of recruitment, not the worker. This research aims to explore the feasibility of implementing the EPP, including the impact this would have on worker welfare and the impact throughout the horticulture supply chain, in particular on the sustainability of the UK horticulture sector. A wide range of data and evidence is being gathered for this project through existing literature and qualitative interviews with a cross-section of relevant stakeholders.

As part of this research, Alma Economics is conducting a survey of horticulture growers that aims to gather feedback on what proportion of any increase in labour costs can be ‘passed-through’ the supply chain. ‘Cost pass-through’ describes what happens when a business changes the price of the products or services it sells following a change in the cost of producing them. The survey contains multiple-choice questions and should take less than 5 minutes to complete.
