New Export Health Certificate for High Risk Food and Feed Not of Animal Origin to the EU - 12th August 2025

The Commission has updated its model certificate for HRFNAO. Regulation (EU) 2019/1793 has been updated and this contains amendments to the model certificate as well as Annex I and II which lists the goods subject to HRFNAO controls. Defra will publish the latest EHC next Tuesday 12 August.

Please note: EU Border Control Posts will not accept an older version of the EHC from 12 August onwards. There is no transition period when an older EHC will continue be accepted for this amendment.

A summary of the key changes is listed below:

  • Drumsticks (Moringa oleifera) from India added to Annex II
  • Yardlong beans (Vigna unguiculata ssp. sesquipedalis, Vigna unguiculata ssp. unguiculata) from India added to Annex II
  • Point II.2.1. is amended to have the possibility of providing guarantees for listed commodities that are subject to special conditions for the entry into the Union due to contamination risk by the mycotoxins ‘aflatoxins’ and ‘Ochratoxin A’.
  • Point II.2.3. is deleted as currently there are no commodities listed in Annex II due to possible contamination by pentachlorophenol and dioxins.
  • References to EU legislation are updated throughout the EHC to account for repealed and newly published regulations.

Exporters and Certifying Officers should use the latest HRFNAO EHC starting 12 August when exporting HRFNAO goods to the EU
