HMRC Request for Input: Common Transit Convention (CTC) – Questionnaire

13 Aug 2025

FPC have been asked to distribute the questionnaire below to FPC Members as the HMRC Transit Policy team is currently seeking to deepen its understanding of how the Common Transit Convention (CTC) contributes to UK trade and the wider economy.

In particular, they are interested in how transit supports the UK’s export market when moving goods to the European Union (EU).

Whilst they have engaged with businesses on various transit-related policy measures since the UK’s departure from the EU, they are keen to gain a broader macro-economic perspective on the impacts of transit. This insight will be invaluable in shaping future policy development and supporting the case for change or investment in this area.

They would greatly appreciate a formal written response to the attached questionnaire by the 12th September. There is also an offer to arrange a roundtable in early September to discuss any responses and address any further questions if required.

Responses can be sent to: externalstakeholders.customs@hmrc.gov.uk or kshields@freshproduce.org.uk
