High Risk Not of Animal Origin (HRFNAO) under NIRMS - Change from 12 August 25

The EU has updated the list of high-risk food not of animal origin (HRFNAO) in Regulation 2019/1793. The changes apply from 12 August 2025.

Under NIRMS, any goods listed in this regulation must have ‘Not for EU’ labelling unless:

  • they are sold loose, or
  • they have been sufficiently processed so that their country of origin becomes GB or an EU Member State. In that case, labelling is not required, even if the product is prepacked.

From 12 August, the following goods will newly need ‘Not for EU’ labels (unless either exemption applies):

  • Mangoes from Egypt
  • Bottle gourds from India
  • Tomatoes from Turkey
