EU Legislative NIRMS update of 'Rest of World' Commodities EU Reg 2024/3163

There has been an update to the list of 'rest-of-world' commodities that can enter into Northern Ireland from the UK. This is outlined in COMMISSION IMPLEMENTING REGULATION (EU) 2024/3163 of 18 December 2024 amending the Annex to Implementing Regulation (EU) 2023/2059 as regards the inclusion of certain
goods of plant origin in the list of rest-of-the-world commodities.

These products have previously been eligible for the scheme only if they are of EU (or UK) origin, but not if imported from ROW.

However, by adding them to the ROW list, they are now eligible to move from GB to NI with a General Certificate, under NIRMS, irrespective of their origin (ie including if they were imported from ROW to GB).

The list of added commodities are:

  • Fresh figs
  • Fresh lychees
  • Dragon fruit (pitahaya)
  • Cut flower - carnations, chrysanthemums, lilies, alstromeria, tulips, sunflowers, pypsophila, protea, brassica
  • Fresh Cut herbs - chives, lemongrass, tarragon, parsley, dill, thyme, mint, coriander, rosemary, sage, basil, turmeric
