The Northern Ireland, Biosecurity and Trade Programme have confirmed the following information on the Common User Charge

  • The current CUC rates will remain unchanged for the time being, and all businesses must continue to remain compliant and pay under the existing framework.
  • Defra will provide sufficient notice before any future changes are introduced.

FPC however have asked for clarification on the following and have arranged a meeting with the BTOM team for further detail.

  1. What is the scope of the full rate review? Will the future rate calculation take into account a full cost impact assessment to High, Medium Risk A & B importers, in particular SME’s? Will groupage be considered in the review? Will there be an evaluation of alternative solutions e.g. commercial control points ?
  2. Will the review enable the opportunity for published service levels and transparency regarding customer service at Sevington?
  3. Will there be clear, consistent and agreed timescales for completion of the review, communication of the outcome and implementation of any changes?

Due to unforeseen delays, Common User Charge invoices for the period 1 April – 30 April 2025 have been issued later than expected. Eligible traders can now expect to receive them by 8 May 2025. We understand the importance of certainty for businesses, and we are committed to keeping you informed to enable you to plan for any upcoming charges.
What this means for you:

  • If you have incurred the CUC over the period 1 April – 30 April 2025, invoices covering this period will be issued to you by Thursday 8 May 2025.
  • This delay will not impact invoice payment terms. You will have 30 days from the date of the invoice to pay the charges as normal.
  • There is no need to take any further action—please continue to remain compliant and pay the charge as usual once you receive your invoice.
  • If you have not incurred the CUC over the period 1 April – 30 April 2025, please disregard this email.
