Following previous engagements regarding an increase in how often importers can use Authorisation by Declaration; there is now an implementation date.
The new limit of 10 uses in a rolling year for the following customs special procedures will come into effect on 16 July 2025:
The new limit will apply across the UK.
The change will be legislated in updated Notices made under the Customs (Special Procedures and Outward Processing) (EU Exit) Regulations 2018, which will be published on 16 July 2025 and can be found here: Notices made under the Customs (Special Procedures and Outward Processing) (EU Exit) Regulations 2018 - GOV.UK.
Based on HMRC data, we anticipate that most importers will operate within the new limit. For traders whose operational needs go beyond the new threshold, our approach will be to engage with them directly to understand their needs and, where appropriate, encourage full authorisation.
