Importing HRFNAO via the EU to GB: the new CHED Part 1 notification

Join online on Thursday 16 November at 12.15 for a Defra online information session – How to make a Common Health Entry Document (CHED) Part 1 import notification for importing High Risk Food and Feed of Non-Animal Origin (HRFNAO) into Great Britain via EU and EFTA countries, using the Import of Products, Animals, Food and Feed System (IPAFFS). Background

The person responsible for the load is required to make import notifications for importing HRFNAO into Great Britain (GB). The import notifications must be submitted one working day before the goods arrive in GB, using the IPAFFS system, online at GOV.UK

From 30 November 2023, IPAFFS will prompt those importing HRFNAO via EU and EFTA countries to complete the CHED Part 1 import notification, in place of the current IMP notification.

IPAFFS already prompts those importing HRFNAO directly from non-EU/EFTA countries to submit the Common Health Entry Document (CHED) Part 1 import notification. This change aligns the import notifications for both EU and non-EU countries, with both creating Common Health Entry Documents (CHEDs).

Making an import notification

If you import HRFNAO from EU/EEA/EFTA countries, you must make sure that you are making import notifications on IPAFFS. If you are not already using IPAFFS, register at Import of products, animals, food and feed system (IPAFFS) - GOV.UK (www.gov.uk)

Get ready for this change*

From 30 November 2023, you will be able to log in to IPAFFS as usual, and it will automatically prompt you to complete the CHED Part 1 import notification. Some sections of the CHED import notification are identical to the IMP import notification you currently make, whilst other sections are formatted differently or ask for further information. You will already have this information available.

Any previous import notifications you have submitted will still be visible from the ‘Your Import Notifications’ dashboard, but from 30 November, you will not be able to amend IMP notifications submitted before this date and the ‘Copy as New’ function will only be available for creating CHEDs after you have completed your first CHED import notification.

Any IMP import notifications made before 30 November for HRFNAO arriving into GB from EU/EEA/EFTA after 30 November will still be accepted – you don’t need to take any additional action.
