Extended Producer Responsibility - Packaging Requirements from 1st Jan 2023

The way UK organisations, responsible for packaging must carry out their recycling responsibilities is changing. If you are affected by the new Extended Producer Responsibility (EPR) for packaging (including reforms to the Packaging Recycling Note (PRN) system), we ask you start to collect the correct packaging data from 1 January 2023.

Collection of your packaging data won’t become mandatory until March 2023, and you will need to start reporting this data from July 2023.

These regulations will apply to all UK organisations that handle and supply packaging to businesses and consumers. This may also include products imported from outside the UK and online marketplaces

The Packaging Waste - Data Reporting Statutory Instrument (SI)

A draft Statutory Instrument (SI) was laid in Parliament on 22 November 2022.

These regulations will require producers of packaging to collect and report data on the amount and type of packaging that they place on the market. This data is required to calculate the fees that these producers will be required to pay to cover the cost of managing this packaging as part of the Extended Producer Responsibility (EPR) for packaging scheme which is planned to start in 2024.

There is new guidance on 'how to collect your packaging data for EPR'. This is for UK organisations that will be affected by Extended Producer Responsibility for packaging.

The guidance covers

  • what data you need to collect
  • packaging activity data
  • packaging material and weight data
  • packaging category data
  • waste type data
  • check if you need to report nation data
  • how parent companies should report data
  • how your data will be used
  • examples of how to report data
