There are currently system issues with GVMS. BCP procedures are now live until further notice
As a result of this outage, many goods which are meant to travel using a GMR have not been able to get one and are en route to a border location with alternative documents to present which show customs processes have been completed.
HMRC are allowing an interim measure in response to these issues allowing vehicles or trailers to travel without a Goods Movement Reference (GMR) during this period, whilst still having to provide alternative documentation.
For example, one of the following (non exhaustive):
Transit Accompanying Document (TAD) (If unable to create a TAD, then photocopies or digital copies of copy 4 of the SAD should be carried)
Movement Reference Number (MRN)
Entry Reference Number (ERN)
Declaration Unique Consignment Reference (DUCR)
Postal Operators moving goods between GB and the EU will not be able to provide MRNs so alternative documentation can be accepted. Similarly, confirmation that consignments which qualify for the waiver that applies to parcels moving from GB into NI can also be accepted
Hauliers with empty vehicles can provide their GB EORI number
As the issue does not appear to impact validation and embarkation of GMRs, If you are able to provide your carrier with a GMR please continue to do so under normal procedures
They will provide a further update as soon as possible.
