Guidance on provision of caravan accommodation for temporary workers

The Fresh Produce Consortium has published the third edition of industry guidance on providing caravan accommodation for temporary workers.

The first edition of the guidance was produced in 2017 and was reviewed by an expert group of growers, suppliers and retailers, led by the FPC, following consultation with the industry.

The third edition has made some minor changes to the guidance:

  • Reference to the exemption requirements under the Caravan Sites and Control of Development Act.
  • Updated heating recommendations.
  • Reference to National Minimum Wage offset guidance.

The guidance includes information on legal requirements and benchmark indicators based on recommendations from a variety of sources, practical advice and experience. The importance for growers of carrying out their own assessment based on the specific features of their site is recognised. 

A self-help checklist is included to help growers assess the status of their caravan accommodation against the benchmark indicators. The self-help checklist is now available as a separate Excel document.

The guidance was developed to share good practice and enable the industry to work together over time to improve conditions where necessary. FPC welcomes feedback on the application of the guidance.
