EU audits official export controls in Thailand

The European Commission has published a report of an audit carried out to evaluate the system of official controls and certification of plants and plant products for export from Thailand to the EU.

The audit took place during February-March 2017 in response to continuing interceptions of consignments carrying harmful organisms.

The report comments that there is a comprehensive and detailed system of official and private controls in place for exports of plants and plant products to the EU. While the system of controls is compliant with EU requirements the audit identified shortcomings in the implementation of the official checks. The report added that there were some significant delays in taking action, during which time further interceptions took place and the action was essentially reactive.  Therefore, the action plan put in place was ‘unlikely to ensure that the same shortcomings that have led to the EU interceptions are not present elsewhere, or thereby, to prevent further interceptions.’
