GLAA National Conference

The Gangmasters and Labour Abuse Authority has evolved from the Gangmasters Licensing Authority and is an arm’s length body of the Home Office. The single strategic aim of the new organisation remains unaltered – to work in partnership to protect vulnerable and exploited workers… but there will be dramatic changes in the way that aim is delivered.

The GLAA conference will be held at the Edgbaston Cricket Ground on 11 October and will tell you what has changed, what the GLAA can do for you and how you can help. You will also hear a keynote speech from the newly-appointed Director of Labour Market Enforcement – Professor Sir David Metcalf CBE as well as the UK’s first Independent Anti-Slavery Commissioner Kevin Hyland OBE.

Although the GLAA’s existing licensing and regulatory function that covers temporary labour supply in the food and farming sectors will be retained, the GLAA will take on a much broader role in terms of addressing exploitation across the entire labour market.

Improvement and enforcement notices will be used to ensure vulnerable workers are prevented from being abused for their labour. Additional powers will be used to investigate modern slavery offences, like human trafficking and forced or compulsory labour. With this enhanced investigatory function the GLAA aims to protect not just temporary workers in the UK but all workers regardless of their employment status.

The GLAA has carried out a detailed threat assessment of the areas and industries in the UK at greatest risk from labour exploitation. This piece of work is the first of its kind and the GLAA will share details at the event.
