EU audit on plant health controls in Thailand

The European Commission has reported on an audit of official plant health controls in Thailand for exports to the EU.

The audit was carried out in February/March this year in response to continuing interceptions of EU Imports with harmful organisms.

The audit found that there is a comprehensive and detailed system of official and private controls in place for the exports of plants and plant produce to the EU. While the system of controls is compliant with EU requirements the audit identified shortcomings in the implementation of the official checks, which undermine the assurances provided by the control system and contribute to the on-going interceptions by EU Member States.

The Thai authorities had investigated the cause of the interceptions and taken action to address shortcomings. However, the audit found that there were significant delays in taking action during which time further interceptions took place, and that the action taken had not ensured full compliance with EU import requirements by all of the entities involved.
